2026/07/30 Permanently Fixed the Data Table Toolbar Inside the Frame

The toolbar of the Data table is now permanently placed at the top inside the table frame. Previously, the record count was displayed redundantly in both the header and the toolbar, and the bulk selection Action bar only appeared when items were selected, causing the table to shift up and down.
